Should the ADAPT Standard mandate that an empty list is always omitted, and an included list always have at least one member?

E.g., Catalog -Brands (0..1) --Brand (1..∞)

Agreement in 21 June 2023 meeting that the list should be optional, but that if included any list must have at least one member.
