Operation.TimeRecords: Is Geometry required? #105

Discussion in 28 June 2023 meeting about Time Records brought up the question of whether we should store data with a fixed geometry (e.g., from a weather station) in the same place as data with varying geometries (e.g., from a planting operation). Central to the discussion is how to serialize these data.

Discussion in 25 July 2023 Serialization Working Group meeting was a recommendation that Geometry should be required for now. For foreseeable use cases with some geospatial reference, that point could simply be repeated in the dataset. In the future, if there are more tangible use cases that do not have any reference to fixed space, we can explore extending the model at that time.

Since we took the decision to require Geometry, is it more intuitive to change the name of this entity back to Spatial Record(s)?
