Do we have a tool we prefer to use with this?

I've worked with NYC shapefiles from the Department of City Planning and the Google Maps API

In my experience it might be easiest to get an SVG from somewhere and highlight elements manually with JS. Given that we have a pretty static map idk if we would need to use the Google Maps API
