Create Bank Account Access Service API (ledgers-bank-account-access-service-api)

Define the service interface for managing all subclasses of entities and related operations. Steps: Define methods for:

• Creating a BankAccountAccess entry.
• Modifying existing BankAccountAccess permissions.
• Managing the lifecycle of access (suspended, active, etc.).
• Ensure interface supports operations for different access types (HolderAccess, ManagerAccess, etc.).

Acceptance Criteria: Service API is defined with methods for managing access.
