MTR and IPG not updated (2024-09-23/24) #255

The MTR and IPG were updated on 23 Sep and published in the usual place (https://wpn.wizards.com/en/rules-documents) on 24 Sep, but the app does not fetch these latest versions. Perhaps related to https://github.com/AEFeinstein/mtg-familiar/issues/616.

The latest version of the JAR is correctly fetched.

Note: Although (blogs.)magicjudges.org is now active again since the transition away from Judge Academy, the HTML renditions of the rules and policy documents at https://blogs.magicjudges.org/rules are still not being updated.

Something likely changed on the WotC side which is messing with the checker here: https://github.com/AEFeinstein/Mtgjson2Familiar/blob/main/src/com/gelakinetic/mtgJson2Familiar/JudgeDocConverter.java#L126 Would be nice if they published docs in a machine-readable format. I haven't used the HTML version from the blogs in forever.

Something must've been weird on the WotC site and got fixed, because these docs updated automatically last week without me changing anything (b3e2118855a9d557b012ec6c0eabfc7633dc7f48)
