Implement CI(With builds that run on computers) #115

should be simple with appveyor which i am using. travis does not publish files/artifacts. it only builds it. i setup a simple repo for AE3: Appveyor

I've been using travis for a while and it does a great job for publishing artifacts to released, maven, curse forge, etc... Why is nothing published? Because we explicitly told it to not release anything anywhere. In it's current state, though AE3 is runnable, it is not ready to even be published on github releases (in our opinion). So we will not be publishing any artifacts, whatever the CI system we will be using, until we decide that we are ready to receive Soaryn crashing AE3 everywhere he can.
