Added a powered=true|false state for the crystal growth accelerator and added corresponding models.

Left one is powered (creative energy cell below), the rest isn't: Crystal Growth Accelerator

The noise on the bottom of the screenshot is from the broken particle effect (#11).

The blockstate was also requested in #26.
