Non local thermal equilibrium？ #68

Non-local thermal equilibrium may be a factor to consider during atmospheric radiative transfer calculations, I have found the source code on Non-LTE：

but I am not clear what parameters can be set in LBLRTM to turn on/off Non-LTE
