Updates per meeting with AERPAW team

From meeting on 7/21/22

[x] experiments: change "resource definitions" to "targeted resources" - in all places on portal UI
[x] experiments: change "active" to be "retired true/false"
[x] experiments: resource choices limited to AFRN and APRN
[x] experiments: update targeted resource logic
- user select: node_uhd in [1.3.3, 1.4]
- user select: node_vehicle for APRN in [vehicle_uav, vehicle_ugv, vehicle_none]
[x] experiments: when an experiment is_retired it is no longer editable (supersedes is_deleted- which also retires a project but removes it from view)

From meeting on 7/14/22

[x] only site_admin can alter canonical number sequence
[x] only canonical experiments can be created via the portal - non-canonical experiments are manually created (updated by ?)
[x] modify resource_class to be enum(ALLOW_CANONICAL, EXCLUDE_CANONICAL)
[x] canonical experiments (any from the portal) can only associate resources that ALLOW_CANONICAL
[x] all experiments are created with state set to saved
[x] include experiment UUID in response as experiment_uuid
[x] check for current_canonical_number in json file at start up - update this file each time a new canonical number is issued
