Experiment Creation available without clicking on Google Form link

Every time somebody attempts to create an Experiment, they should fill out the "AERPAW Experiment Information Request Form", and to encourage this, the link is provided on the Experiment Creation page of the Portal. However, at this time, it is possible to go ahead with Experiment Creation without even clicking on that link. I believe the intent was to at least make the Experimenter/PI click on that link before enabling the "Save" button on that page. (I do understand that it is not possible for the Portal to distinguish between whether the User entered any information on that Google Form at all.)
