Maintenance mode - allow operator access only #50

Maintenance mode

[ ] create flag to denote maintenance mode, e.g. MAINTENANCE_MODE = True/False
[ ] display a message with maintenance details to all users - message can be picked up from file or encoded
[ ] disable UI/API access for experimenter and pi roles
[ ] allow UI/API access for operator and site_admin role
