Hello World Tutorial: Content and Flow test #101

Expected Behavior Have an easy to start Quick Start Smart Contract Development Tutorial that guides the developer from 0 to 1.

Specifications As a developer, I would like to be able to start developing and deploying a smart contract on aelf using the Quick Start guide from 0 to 1 so that I am able to kick start development asap.
