Observed: Hover behavior-- Some columns show the header label when hovering over a value (DC Daily/DCode), others show the value of the column (e.g., DC Daily/District)

Proposed solution:

[ ] Only show value as hover if the column name is obscured (cut off)
[ ] Show the full column name label if obscured
