Allow pipeline modifications in systems view

Allows the user to change binary pipeline settings in the systems view. For this you need to add a rectangle to the SVG with the following attributes:

• class: pipeline_config_toggle
• target: the entry within node_config to change, dot-separated (e.g. "general.c.want_vac")
• pipeline: the pipeline to control

Everything else (adding the toggle itself and the functionality) is taken care of by the javascript
