Show expert status in shifters list

As stated in the title, this now shows whether people are experts or not in the list. Also a few small other changes:

• tooltips on the pipelines-tab were bugged so that old tooltips were not overwritten when the table was updated.
• navbar on shifters-tab was missing the darkmode toggle
• The navbar becomes a sandwich menu on small screens. In this menu, items did not have y-padding so they looked too cramped. This is now fixed.
• The sensor detail modal had some bad breakpoints which means it looked bad on some screen sizes.
