Limit switches for climber #16

Limit switches need to be added for the climber.  This will involve all members 
of the climber subsystem (design, motion, electrical, etc), but will need to be 
driven by the controls team, since we're the ones who request it.

Code for the limit switches exists, and the limit switches were implemented at 
one point. Whether or not we use it at SV is the real decision.
