Update Phoenix to 2013 cRIO image, and update software

In order to modify code on Phoenix, we'll need to update Phoenix and its code 
to the 2013 development environment.  This will involve:

1) updating the cRIO to the 2013 image
2) porting the existing code to the 2013 development environment

Step (1) is high priority, as this will facilitate using Phoenix as a test bed 
for 2013 robot code.  Step (2) will be needed later, to restore Phoenix 
functionality.

A copy of a project is attached which appears to be the C++ re-write of Phoenix 
code.  This project can be built and tested using the 2013 development 
environment (ie, WindRiver).  When we have working code, it should be placed in 
the "phoenix" repository.
