Adjust climber power #29

We may want to increase the climber power.  The tapes-in power is currently set 
to 90%; we may want to increase it to 100%.

That decision should be up to our climber operator (Cody).  If he wants the 
change, make the change.  If not, you can change the status of this issue to 
WontFix.

Climber power has been adjusted to 100%, but is untested as of 3/30.
