Shooter Motor May Backdrive #29

Taed is concerned that in code-based control of the robot the shooter motor may 
backdrive because of underpowered output. He has asked that this be reviewed 
prior to competition to ensure that this part of the code functions properly.

Code is written assuming that the motor will back drive. The code will attempt 
to keep the shooter at the limit switch by adjusting the the power as 
necessary. The code will need to be adjusted pending the final shooter design.
