Update Talon SRX firmware #23

New Talon SRX's need to have firmware updated, and CAN addresses programmed.

Each CAN device needs to have a different address.  However, we want spares.  
So ideally, each Talon SRX on the robot will have its own address; plus, there 
will be a spare for each of them, with the same set of CAN addresses as the 
ones on the robot.

CAN addresses should be labeled on the motor controller (label tape) for easy 
identification.

Power Distribution Panel firmware also needs to be updated.

Firmware images for Talon SRX and PDP are in Dropbox.  Latest versions can be 
found online at http://www.crosstheroadelectronics.com/control_system.html.
