Test out AMT102 / AMT103 encoders #24

We have a couple new quadrature encoders which we may want to use on this 
year's robot.  We need to evaluate them, to decide if we want to use them.  If 
we plan to use them, we need to order more ASAP.

Fab/electrical is working on a test setup with an AMT103 and a CIM motor.  
Should be ready soon.

Tommy: assigned to you; reassign as you see fit.

Both Encoders are working correctly. Although it is a little late to replace 
them if they weren't.
