Prep camera for competition #31

Drivers will likely want a camera mounted on this year's robot.  The controls 
team is responsible for preparing the camera, and making sure it works.  
(Electrical, design and fab will physically prepare wiring and mounting.)

Read the control system documentation as to how to set up the camera.

Also needs to be set up on the driver station dashboard - see Issue #25.
