Deploy code to roboRIO #6

Need to test out the roboRIO by deploying code.  This requires creating a robot 
project in this year's development system.

The "robot" should be tested by using a joystick on the driver station to 
control a motor controller or relay.  This will demonstrate:
1) Code can be successfully deployed and run
2) Driver station interface is functional
3) Robot code can work with actuators

The problem we were having was that we hadn't yet created the test project on 
eclipse.
