Update Laptops to 2022 Software #2

Upgrade the laptops we will use with the 2022 WPI/NI Software.

The following updates are available - and some are required:

Team Update 08: NI FRC Game Tools 2022_v4.0 WPILib 2022.3.1

Other: CTRE Phoenix Framework 5.21.1

The Phoenix update includes some firmware updates, but it's not clear whether any of the components we use have available firmware updates.
