Setup File Logging #7

As a developer, I want to be able to view the logs emitted by the robot during matches to help debug problems.

Requirements:

Need to log to file and console at the same time
Multiple log levels to filter unneeded info
Per-class logging to filter for specific classes (ie Commands/Subsystems)
