Drive train power limit #55

We should experiment with limiting the acceleration of the drive train. This could possibly make a big difference in how much tread wear we experience during a competition. Treads are changeable, but it takes time to change them, and they're not inexpensive.

The obvious concern is that we don't want to limit the performance of the robot, so any limits we put in place should not be noticeable to the driver.
