Replace paid-service maptiler with tilestache or other tile server #8

Currently we host all maps on MapTiler. I am not made out of money and would like to save $25/mo.

Steps

Add tilestache config/directory to this repo.
Stand up tile server on current web instance.
Update deploy pipeline to load new maps into the tileserver.
Migrate 5 tile sets to tilestache and update their URL in map_data.cljs.
If previous step successful, migrate the rest.
