Monorepo Conversion #79

Pull Request

Description

Moved the client and sdk packages back into the primary repository, under the packages directory.
Edited the .github workflows to support this new change, converting the requisite trigger tags back to their originals, e.g. python-client-v* and etc.
Modified elements of the individual repositories that were reliant on either downloading the spec or using a submodule of the agent protocol repo.
