Add node attributes; Fix GCS upload; Add checkpointID to checkpointing workload #850

This PR is huge as it merges the latest main and attempts to merge back to the gcs-checkpointing branch from google/maxtext. The actual change is situated in "standalone_checkpointer.py" and "storage_utils.py"
