Fixes / Features

Always delete cluster even if previous test runs fail
Fix Build Test button link on main README. Add Nightly Test button
Run tests for all PRs (not just when PRs are submitted for the first time)

Testing / Documentation

All edits were made to Integration test files through Github Actions
