Restrict admin page #119

Refs #71 Guest user and normal contestant can't access to admin's pages. There is no way to access to admin's page by default, so I added debug button on /contests page. (This commit is independent of other enhancing commits so that it can be reverted easily)

Specs have duplicated code, but it is difficult to generalize these code.
