Use vectorbt to preprocess data #168

This PR is related to https://github.com/AI4Finance-Foundation/FinRL/issues/628

You should in first install vectorbt. I have try to add vectorbt and finrl dependencies in the same python project, my python package manager pdm have spend more one hour to solve dependencies, without success. So I have run this notebook file in another python project without finrl dependencies. I'm actually search a solution to make run vectorbt and finrl in a same python project.
