Steps to include:

1. visual inspection
2. DMM check for likely (fine pitch) and especially severe (power to ground) shorts
3. Apply power and make sure nothing blows up or gets really hot
4. Load an MCU image that initializes clocks and blinks a heartbeat LED
5. Peripheral tests, module by module
