Per the July 9th meeting clarify LMS obligations to address issue about simultaneous sessions

I agree with this change.

I believe that it is correct that this change makes no mention of when the LMS MUST record an "Abandoned" statement before the next session is launched, when the LMS records the "Abandoned" statement should be implementation specific.
