The Spec has inadequate language to indicate that AU's issued an "Waived Statement" by the LMS have the met the moveOn criteria. To correct this issue the following clarifying sentence will be added to 9.3.9 Satisfied
The LMS MUST consider that an AU that was previously issued a “Waived” statement by the LMS to have met the moveOn criteria for that AU.
Rationale:
Waived is a “Satisfaction Criteria” not a “moveOn Criteria”
Waived is was intended as an administrative “mark complete” or “exemption”
The Waived Statement serves as an audit trail for “why” a course was completed
The LMS MUST generate a unique session id for the statement containing a "Waived" verb and MUST NOT issue any other statements (except for statements with the "Satisfied" verb) using that session id.
