Capitalization of "MAY" #771

There are multiple instances of a lower case "may" in the specification.

The use of lower case "may" in some circumstances "may not" indicate a MAY specification intent.

Review all uses of lower case "may" and replace with "MAY" if specification intent is required and replace "may" with non specifications terms (like "might", "would", "could", or "typically")

(The Apache license language is exempt from this requirement.)
