Apply Section 1.2 Style to Section 9.1 to Section 9.3.4 in cmi5_spec.md #780

Update Section 9.1 to Section 9.3.4 as per March 17, 2023 meeting.

The last three Commits were further changes that were agreed upon at the Apr 7, 2023 meeting of the cmi5 Working group.

There were also some changes to the formatting of the Unordered lists in Section 9.3 Verbs.

This PR is ready to be merged back into the main branch.

Approved per 4/28 Meeting - a new pull request will be issued to fix the code tagged verbs below:

More than one of the set of {passed,failed} verbs MUST NOT be used (in cmi5 defined statements)
