Issue #806 use consistent way to refer to sections within the cmi5 specification #809

This implements the edits to respond to issue #806.

The way to reference other sections within the document is not consistent. I noticed first with references to Section 10.0 xAPI State Data Model. Those instances were discussed at the Aug 18, 2023 cmi5 subgroup meeting. The decision was made to change all of those to a standard format of Explicit Number (e.g. 10.0) and Title.

I made those changes for the ones listed in the issue #806 and discussed at the meeting but I noticed many other instances where there was just a reference to the section number and not the name. So I changed those as well in this commit following the same format.
