put advise justification as annotation in build images #97

Is your feature request related to a problem? Please describe. As a User of OpenShift, I want the have a look at an ImageStream, so hat I see all the justifications from thamos advise as annotations.

Describe the solution you'd like TBD

Describe alternatives you've considered n/a

Additional context We want to enrich the user experience of openshift, to show what has gone into an image build.

@goern: The label(s) sig/build cannot be applied, because the repository doesn't have them.
