Prow requires ok-to-test on the automatic pr's #146

Is your feature request related to a problem? Please describe. Kebechet opens automated PR's for the package update. In thoth-station, as we trust kebechet, we have automated the process of approving such PR's. with introduction of prow test, a ok-to-test comment is needed in the PR. It is would good to have this automated as well for the thoth-station use case.
