some cleanup, fix webhook payload used

:sparkles: add command line handling to new_label_normalizer
:sparkles: add an options to use a github endpoint (a proxy)
removed all the labels that are under prow control
use user.login rather than org.login, which is not present in pull_request payload on webhooks
