Automatic contributions guidelines comment for first time external contributors #189

Is your feature request related to a problem? Please describe.

As an external contributor to one of the repos in the organization, I would like to be aware of the contributions guidelines when opening a pull request for the first time.

Describe the solution you'd like

Make Sesheta automatically comment under pull requests opened by first time contributors outside of org members containing a welcome word and a link to the CONTRIBUTING.md file or a similar file with contribution guidelines if it exists.

Issues go stale after 90d of inactivity. Mark the issue as fresh with /remove-lifecycle stale. Stale issues rot after an additional 30d of inactivity and eventually close.

If this issue is safe to close now please do so with /close.
