Create "estimators" and "observers" modules

• [ ] Create estimators.py and observers.py modules
• [ ] Embed the NN estimator written by @kefir8888 to estimators.py
• [ ] Embed the EKF to observers,py
• [ ] Connect them to the whole pipeline
