Ability to read polygons vector data #128

Wrote the beginnings of functionality that will allow Risiko to also work with polygon vector data in addition to point vector data and rasters. All tests and the examples in the demo app still pass so I thought that I'd put the initial steps up for review (and also trying the pull -request mechanism).

All tests pass and app examples work. One test specifically tests reading and writing of polygon data. So even though we are not yet using this feature, I think it is OK to merge it back into master.
