Test of USGS fatality function #74

Finish stub unit test of Hadi Ghasemi's implementation of the fatality function and make sure it is doing the right thing. It is located in https://github.com/AIFDR/riab/blob/master/impact/tests/test_engine.py

Hadi Ghasemi looked at the code https://github.com/AIFDR/riab/blob/develop/impact/plugins/earthquake/usgs_fatality_model.py today and confirmed that it is not complete or even correct. We updated the function with a reference to paper it should follow and then created test_data and a stand-alone script which Hadi will use to write the correct function. When run it will automatically generate the test data we need. Hadi reckons this will be ready around 15th November 2011.
