This is on purpose.

I don't recall the reasoning behind this.

Using a separate branch seems to make things harder.

kind of complicated to handle; easy to overlook that there is a website branch too
harder to acknowledge contribs, archive, and maintain via standard GitHub actions
keeps us from using markdown which GitHub renders nicely for us and dive into html
when issue is open, one needs to think of which branch that's for
conflicting information can remain undetected between branches
