Use timesdates for azimuth times

• Using TimesDates for azimuth times instead of floats. This is cleaner representation of the data.
• I have made a common type for sentinel doppler_centroid and azimuth_fm_rate and refactored the read function to reduce duplicate logic NOTE: I have run the INSAR example notebook and validated that it produces a similar interferogram after the change.
