Download web components from GitHub Release when building the AISdb-Client.

At the moment, the web components are downloaded from GitLab.

New repo for all the web components: https://github.com/AISViz/AISdb-Web

The script for the online build functions adequately for both local and continuous integration (CI) environments. However, when building offline, it performs well locally but encounters some issues with CI.
