[ ] Handle missing streamflow values
[x] Winter months CFS split
[ ] Add tests for process_usgs functions (particularly check logic of df_label and process_response_text)

Talked with a researcher at University of Waterloo at NIPs and as long as the temperature is passed in then the model should (in theory) be able to learn when temperature<32 for an extended period and cfs==0. Therefore I'm marking task two as complete as at the moment
