Success looks like: a "Like" button on a comment (or something similar)

https://developers.google.com/apps-script/add-ons/how-tos/building-editor-addons (this is for "editor add-ons", which I think is the type that we'd need, even though they seem to be mostly pushing a different type of add-on. I don't think "Google Workspace" type is rich enough to do this.)
MS has reasonable dev docs for Word add-ons too.

We're using a Word add-in. We can add comments using their API. We can't control much about how the comments are displayed or what interactive elements they have, but we can also show a sidebar.

Showing a sidebar and comments separately is awkward, though, since there are two different regions to the right of the text that do different things. For this reason we're still looking into editors in the "structure" project.
